My school has some because they didn't want to go without electricity during the brown outs a few years ago. Yes, they have far too much money, but at least we never have to go without electricity for more than a few minutes (not that they give us air conditioning in the dorms or anything, but at least our fans will be on and the academic buildings are cool).
